The Constitution of the United Fans of Haloism
Preamble
We the people of the United Fans of Haloism, in order to form a more perfect Covenant, establish forethought, insure tact, provide knowledge, promote the general peace, and secure the blessing of liberty to ourselves and our fellow forumers, do ordain and establish this constitution of the United Fans of Haloism.
Article I [The Legislative of Haloism]
Section 1. [Legislative Power Vested]
All legislative powers herein granted shall be vested in a High Council of Haloism, which shall consist of a Legate Council and Council of Sangheili.
Section 2. [Council of Sangheili]
The Council of Sangheili shall be composed of members chosen by the people of the forums, and the electors shall have the qualifications requisite for electors of the most numerous branch of the High Council.
No person shall be a Sangheili Councilor who shall not have attained at least one post per day, and passed the Halo Knowledge Test by 60%, and who shall not, when elected, continue activity in the forums.
The Council of Sangheili shall be composed of twelve Sangheili Councilors, chosen by the legislature thereof; and each Sangheili Councilor shall have one vote.
When vacancies happen in the Council of Sangheili, the executive authority thereof shall issue writs of election to fill such vacancies.
The Council of Sangheili shall choose their speaker and other officers; and shall have the sole power of impeachment.
Section 3. [Legate Council]
The Legate Council of Haloism shall be composed of twelve Legates, chosen by the legislature thereof; and each Legate shall have one vote.
If vacancies happen by resignation, or otherwise, during the recess of the Legate Council, the executive thereof may make temporary appointments until the next meeting of the High Council, which shall then fill such vacancies.
No person shall be a Legate who shall not have attained at least two posts per day, and passed the Halo Knowledge Test by 65% and who shall not, when elected, continue activity in the forums.
A High Prophet shall be President of the Legate Council, but shall have no vote, unless they be equally divided.
The Legate Council shall choose their other officers, and also a Legate pro tempore, in the absence of the High Prophet.
The Legate Council shall have the sole power to try all impeachments. When sitting for that purpose, they shall be on oath or affirmation. When High Prophet is tried, another High Prophet shall preside: And no person shall be convicted without the concurrence of two thirds of the members present.
Judgment in cases of impeachment shall not extend further than to removal from office, and disqualification to hold and enjoy any office of honor, trust or profit under Haloism: but the party convicted shall nevertheless be liable and subject to indictment, trial, judgment and punishment, according to law.
Section 4. [Election of Sangheili and Legate Councilors]
The times, places and manner of holding elections for Legates and Sangheili Councilors, shall be prescribed by the legislature thereof; but the High Council may at any time by law make or alter such regulations, except as to the places of choosing Legates.
The High Council shall assemble at least once in every year, and such meeting shall be on the first Monday in December, unless they shall by law appoint a different day.
Section 5. [Rules of Sangheili and Legate Councilors]
Each Council shall be the judge of the elections, returns and qualifications of its own members, and a majority of each shall constitute a quorum to do business; but a smaller number may adjourn from day to day, and may be authorized to compel the attendance of absent members, in such manner, and under such penalties as each Council may provide.
Each Council may determine the rules of its proceedings, punish its members for disorderly behavior, and, with the concurrence of two thirds, expel a member.
Each Council shall keep a journal of its proceedings, and from time to time publish the same, excepting such parts as may in their judgment require secrecy; and the yeas and nays of the members of either House on any question shall, at the desire of one fifth of those present, be entered on the journal.
Neither House, during the session of Congress, shall, without the consent of the other, adjourn for more than three days, nor to any other place than that in which the two Houses shall be sitting.
Section 6. [Passage of Bills]
Every bill which shall have passed the Council of Sangheili and the Legate Council, shall, before it become a law, be presented to the High Prophets of the United Fans of Haloism; if they approve they shall sign it, but if not they shall return it, with their objections to that Council in which it shall have originated, who shall enter the objections at large on their journal, and proceed to reconsider it. If after such reconsideration two thirds of that Council shall agree to pass the bill, it shall be sent, together with the objections, to the other Council, by which it shall likewise be reconsidered, and if approved by two thirds of that Council, it shall become a law. But in all such cases the votes of both Councils shall be determined by yeas and nays, and the names of the persons voting for and against the bill shall be entered on the journal of each Council respectively. If any bill shall not be returned by the High Prophets within ten days (Sundays excepted) after it shall have been presented to them, the same shall be a law, in like manner as if they had signed it, unless the High Council by their adjournment prevent its return, in which case it shall not be a law.
Every order, resolution, or vote to which the concurrence of the Legate Council and Council of Sangheili may be necessary (except on a question of adjournment) shall be presented to the High Prophets of the United Fans of Haloism; and before the same shall take effect, shall be approved by them, or being disapproved by them, shall be repassed by two thirds of the Legate Council and Council of Sangheili, according to the rules and limitations prescribed in the case of a bill.
Article II [The High Prophets]
Section 1. [Election, Installment, Removal]
The executive power shall be vested in the High Prophets of the United Fans of Haloism.
In the event of an election of High Prophets, a thread requiring nominations will be posted. Upon the posting of this thread, the forumers will be allowed two nominations each. After a week of nominations, the top six nominees will run for the position of High Prophet, of which three will be selected. A poll will be placed with seven choices, one for each nominee and one for the abstaining of voting. After two week’s time, the vote will be finalized and the three nominees with the highest votes will be given the place of High Prophet.
No person shall be eligible to that office who shall not have attained at least five posts per day, and passed the Halo Knowledge Test by 80%.
In case of the removal of a High Prophet from office, or of one’s death, resignation, or inability to discharge the powers and duties of the said office, the same shall devolve on the remaining High Prophets, and the High Council may by law provide for the case of removal, death, resignation or inability of all three High Prophets, declaring what officers shall then act as High Prophet, and such officers shall act accordingly, until the disability be removed, or new High Prophets shall be elected.
Before they enter on the execution of their office, they shall take the following oath or affirmation:--"I do solemnly swear (or affirm) that I will faithfully execute the office of High Prophet of the United Fans of Haloism, and will to the best of my ability, preserve, protect and defend the Constitution of the United Fans of Haloism."
Section 2. [High Prophetic Power]
The High Prophets shall nominate, and by and with the advice and consent of the Legate Council, shall appoint all officers of the United Fans of Haloism, whose appointments are not herein otherwise provided for, and which shall be established by law: but the High Council may by law vest the appointment of such inferior officers, as they think proper, in the High Prophets alone, in the courts of law, or in the heads of departments.
The High Prophets shall have power to fill up all vacancies that may happen during the recess of the Legate Council, by granting commissions which shall expire at the end of their next session.
Section 3. [State of the Covenant, Laws Faithfully Executed, Commission Officers]
They shall from time to time give to the Congress information of the state of the Covenant, and recommend to their consideration such measures as they shall judge necessary and expedient; they may, on extraordinary occasions, convene both Councils, or either of them, and in case of disagreement between them, with respect to the time of adjournment, they may adjourn them to such time as they shall think proper; they shall take care that the laws be faithfully executed, and shall commission all the officers of the United States.
Section 4. [Impeachment]
The High Prophets and all civil officers of the United Fans of Haloism, shall be removed from office on impeachment for, and conviction of, treason, bribery, or other high crimes and misdemeanors.
Article III [The Judiciary]
Section 1. [Judiciary Powers Vested]
The judicial power of the United Fans of Haloism, shall be vested in one Honor Guard of Sangheili, and in such inferior groups of Sangheili as the High Council may from time to time ordain and establish. The Sangheili, both of the Honor Guard and inferior groups, shall hold their offices during good behavior.
Section 2. [Scope of Judicial Power]
The judicial power shall extend to all cases, in law and equity, arising under this Constitution, the laws of the United Fans of Haloism, and treaties made, or which shall be made, under their authority; to controversies to of citizens of the United Fans of Haloism.
In all cases the Supreme Court shall have appellate jurisdiction, both as to law and fact, with such exceptions, and under such regulations as the Congress shall make.
The trial of all crimes, except in cases of impeachment, shall be by jury; the trial shall be at such place or places as the Congress may by law have directed.
Section 3. [Treason]
Treason against the United Fans of Haloism, shall consist only in levying war against them, or in adhering to their enemies, giving them aid and comfort. No person shall be convicted of treason unless on the testimony of two witnesses to the same overt act, or on confession in open court.
The High Council shall have power to declare the punishment of treason, but no attainder of treason shall work corruption of blood, or forfeiture except during the life of the person attainted.
