Reinforcement Phase: Each player receives one unit for each territory he or she owns, plus any continent bonuses. Each player can then place any number of units on any territory that player owns.
Attack Phase: Each player can attack any bordering territories from his or her own territories, but must leave 1 unit behind to retain ownership of the territory that player is attacking from. All of the players' attacks will occur at the same time, so each player only gets one invasion, in which the player predicts one territory he or she will take and then places an attack from it to another enemy territory before the attacks are rolled and the results known. If that player predicts wrong, the invasion does not occur. Each territory involved in an attack gets one six sided die. The attackers always work as a team, and take one unit from the defender for every roll above the defender's roll. If the defender's roll is higher than all attackers, the attackers each lose one unit. In the event of a tied roll, the defender has the advantage. In Boarder Clashes and Spoils of War, there is no advantage.

The player can send units to multiple territories from one source, but cannot send units to one territory from multiple sources.
Neutral Territories: Moria, Dol Guldur, Orodruin, Barad-Dûr, Morannon, Minas Tirith, Pelennor Fields, and Osgiliath start as neutral territories. They start with a preset number of units, but will not make attacks.
Choke Points: Minas Tirith, Pelennor Fields, and Osgiliath are choke points. Lebennin and South Ithilien cannot attack North Ithilien without owning all three choke points, and vice versa. Also, Minas Morgul cannot attack North Ithilien if South Ithilien is owned, and vice versa. Further, an attack cannot be made from Minas Tirith, Pelennor Fields, or Osgiliath unless all three are owned.
